Toilets clean enough to get me out of strife in the way to work

Second time this week I’ve had to use the toilets at the ‘twins’ both times the male cleaner was standing in my way and kept coming into the ladies toilets while I was on the toilet! Today he pushed the main door to stay ajar as I walked in then kept walking in and out of the bathroom. When I questioned him about being in there he shrugged his shoulders and walked off (outside and across the road I think). This man should definitely not be allowed to come into the ladies toilets while women are in there and the door should be kept closed for privacy. I was the only person in the toilets both times so surely he could have waited to clean?
